一、依據衛生局 105 年 3 月 14 日南市衛心字第 1050039610 號函辦理。
二、據該學院 104 年委託研究「103 年犯罪狀況及其分析」顯示，三級毒品，尤其是 K 他命在青少年間濫用狀況，日趨嚴重，為此，邀請台北慈濟醫院泌尿科主任楊緒棣醫生（其團隊係台灣進行 K 他命膀胱重建手術之先趨）商討，如何透過反毒教育降低毒品危害。故為加強年輕學子，尤其是年輕女性，對於毒品之認知，認宜以「不是不爆、時候未到」、「拒當尿布西施」作為主軸，設計海報電子檔，提供政府以及民間反毒組織，作為反毒輔助教材。
