邇來教育部接獲多起案件，多為學校正式教師因辦理退休採計教師年資時，方發現尚未取得合格教師證書，或特殊地區及偏遠地區教師證書尚未換發為一般地區教師證書卻於一般地區學校任教，致各縣市政府教育局皆須函報教師相關資料俾進行教師之資格認定及釐清程序尚未完備之責任歸屬，恐影響教師退休等相關權益。爰此，配合教育局全面清查學校正式教師是否皆具教師證書，若有教師資格認定之疑慮時請儘速檢附身分證(影本)、教師證(影本)及教師任教資歷(服務證明)等相關資料由人事報局，俾利教育局後續函報教育部補正，據以核發正式教師證書，以維護教師退休權益。
