教育部國民及學前教育署為表彰堅守崗位、默默耕耘、犧牲奉獻之教育工作同仁，並樹立可資效法之楷模，特辦理旨揭計畫，規定如下：
(一)推薦對象：本市高級中等以下學校（含幼兒園）符合推薦資格之被推薦個人【含校長、教師、教學人員、職員（工）及教育行政人員】或團體由其服務單位就個人或團體之優良事蹟撰文推薦。
(二)推薦方式及程序：各單位擬具推薦表，敘明具體感人事蹟，並按下列程序辦理後提交資料：
１、本市高級中等以下學校人員及學校團體（以學校或幼兒園為單位），提校務會議或行政會議通過後提交。
２、本市高級中等以下學校校長及園長（以學校或幼兒園為單位），由學校審查後提交。
