發生重大災害時，災民如果需要緊急救援，都知道要撥打 119 或 110 ；但如果單純只是為了跟家人報平安或想了解災區親友的狀況，就可以利用「1991 報平安留言平台」喔！
大規模的地震等等災害可能造成市話、手機不通或壅塞，常會聯絡不上家人，不知親友是否平安；現在，只要親人間平時事先約定好 1 支特定的電話（區碼+家用電話號碼，或常用的手機號碼），災害時就可以利用手機或市話撥打 1991 ，依語音指示在系統上留言給親人，或是聽取親人的留言；另外，上網也可以使用「1991 報平安留言平台」，手機也可以下載 APP 喔！這麼好用的平台，請大家告訴大家 ～
