本次修正重點如下：
(一)公務人員每年至少應休假日數由 14 日修正為 10 日。
(二)放寬國民旅遊卡消費應與休假勾稽之限制，惟仍應至特約商店刷卡消費使得核發休假補助費。
(三)未具休假 10 日資格者，全年最高補助總額按所具休假日數，以每日新臺幣 1,600 元計算；休假資格在 5 日以下者，補助總額均屬自行運用額度，逾 5 日之休假補助，屬觀光旅遊額度；無休假資格或休假資格未達 2 日者，酌給相當 2 日休假補助，屬自行運用額度，任職前在同一年度已核給休假補助者應予扣除。
(四)公務人員本人、配偶或直系血親因身心障礙、懷孕或重大傷病，於當年確實無法參加觀光旅遊，經服務機關認定者，當年補助總額均屬自行運用額度。
(五)珠寶銀樓納入自行運用額度使用業別，並將儲值性商品納入休假補助範圍。
