旨揭公告(附件一)係行政院環境保護署依據廢棄物清理法第 21 條授權訂定，重點略述如下：
(一)生效日期：自 108 年 7 月 1 日生效。
(二)限制使用對象：政府部門、學校、百貨公司及購物中心、連鎖速食店。
(三)實施方式：內用不得提供一次用塑膠吸管。
(四)非限制使用範圍：取得行政院環保署「生物可分解塑膠」環保標章使用證書之塑膠吸管；工廠出廠已附有吸管之商品，且公開陳列供選購者。
(五)罰則：公告生效日起至 109 年 6 月 30 日之違規者第 1 次勸導、第 2 次告發； 109 年 7 月 1 日起違規者逕予告發。並依據廢棄物清理法第 51 條規定，違反使用規定者處新臺幣 1,200~6,000 元之罰鍰。
