１、依據兩岸條例第 34 條規定，大陸地區物品、勞務、服務或其他事項在臺灣地區從事廣告之播映、刊登或其他促銷推廣活動，內容不得「為中共從事具有任何政治性目的之宣傳、違背現行大陸政策或政府法令，以及妨害公共秩序或善良風俗」，學校師生參與兩岸教育交流活動不應涉上揭內容。
２、依據兩岸條例第 23 條規定，兩岸教育交流活動請勿涉及為大陸地區之教育機構在臺灣地區辦理招生事宜或從事居間介紹之行為。
３、依行政院大陸委員會所轉現行兩岸政策指示，我國公私立科研機構及大專校院現職專任教師及相關人員，未經許可不得參與中國大陸各項國家基金及國家重點研發計畫（含「千人計畫」、「萬人計畫」等）；我國現職公私立專任教師，不得應聘赴中國大陸任教，爰重申及提醒學校轉知所屬人員注意及遵循辦理。
