二、本案係為落實經濟部『夏月 節電中』縣市競賽活動計畫，「台南能源媽媽計畫-節電志工培訓課程」，推動台南節電新生活運動，節和本市在地 NGO 團體規劃旨揭節電志工培訓教學內容，通過培訓課程者可得到市府所核發「能源診斷顧問」結業證書，於未來進入社區施行居家節電診斷，使民眾了解節電重要性，盡而落實推動節電工作，以達程節電省能省能源目的。
