一、依據全國教師工會總聯合會105年10月21日全教總社字第1050000382號函辦理。
二、民間公民法治教育基金會為落實國內公民與法治之基礎教育，推動公民與法治教育向下扎根工作，特與全國教師工會總聯合會合作辦理全國公民行動方案競賽，制定「2016-17年全國公民行動方案競賽辦法」，期透過競賽，鼓勵全國高中職以下師生實施公民行動方案課程，提升公民素養、強化批判思辨及行動力，建立理性優質的公民社會。請 惠予轉知，鼓勵師生於活動期間內踴躍參與競賽活動。
